I think the two most important things for web sites are loading time and content.
If a page takes five minutes to load, not many people will see it, at least not the way it was supposed to be seen. No one really wants to wait for a 100 kb background to load, no matter how nice it is.

Similarily, if a page is all cool graphics and Java, but has no interesting information, no-one will return to it. Who visits a site (more than once or twice) just because it has a cool layout? Cool design can improve the content, but it can't create content (unless the design is the content).

Justin Hall's site is a good example of great content combined with interesting layout and design, and short loading time.

I think linking between different documents is cool, as much as possible. They say that's one of the genius things with Justin's site, so much linking between so many pages that you can explore for a day without coming back to the same place twice. I don't think that kind of navigation is too good on its own however, it requires some kind of base structure you can go to if you want a special document the current page doesn't link to. For exploring, though, it's probably the most entertaining way to do it.
