Government

Eth Eytr is ruled by its noble families and the emperor. Each noble family has control over a district, and is responsible for the people living there. The emperor is the oldest member of the royal family and has the highest decisive power.

The royal family

The royal family is the noblest family in Eth Etyr, and the oldest member is the emperor of the empire. The royal family has direct control over Etyr and the intelligence, but all noble families are supposed to stand behind the decisions the emperor makes. Naturally, all noble families try to get as much control over the royal family as possible, by marriages, gifts and spies. The royal family lives in Etyrill palace in Etyr, but many of the members live elsewhere, as observers, spies or diplomats for the empire.

The Council

The Council consists of deputies from all noble families and from the royal family, often the emperor. The Council gathers at least once a week to report to the emperor and make proposals. Decisions are made by ballot voting, where each deputy puts a golden or silver coin in an urn, golden for "yes" or silver for "no". Each noble family has one vote, regardless of its power or number of deputies. Most votes win, but the emperor always has the right to ignore the result and make another decision. This is, under most emperors, uncommon, but it is a fact that keeps different "gifts" from the noble families flowing to the royal family. Among the deputies, there are very few rules for ensuring the result of a voting, but it is considered rude to kill the opposition. All deputies are housed in the Etyrill palace, something that has contributed to the expansion of the complex.

The districts

A district, the land a noble family controls, may vary in size from a few farms and villages to a whole province. The district of the royal family is Etyr. The family is responsible in its district for collection of taxes, recruiting and maintenance of the army and upholding of the law. The families are quite free in what means they use to fulfil their duties, as long as they don't break the law. The emperor has at least one official observer in each district to control the families, a person who is more often than not bought by the noble families. However, the fact that the emperor has direct control over the intelligence means that there are unknown numbers of undercover observers in the districts. This fact prevents most districts from becoming too self-governing. Should a family get caught being disloyal to the emperor or otherwise annoy the royal family, the emperor is free to warn them, decrease the size of the district or to remove the family's nobility entirely and give the district to another family. This is quite rare, but varies of course from emperor to emperor.

The intelligence

The intelligence is not only responsible for "secret" operations, but also for the normal diplomatic relations with other countries. Many members of the royal family is active within the intelligence. All people working within the intelligence are supposed to be absolutely loyal to the emperor, and the noble families are supposed to be completely without influence over the organisation. This, of course, is not completely true, but still the influence from the nobles is very small, and most of the people in the intelligence are loyal to the emperor. The intelligence has its base in Etyrill palace, and regularly overhear the deputies' quarters. In most of the larger cities around the world there is some kind of activity sponsored by the Etyrian intelligence.

History

The Elven Wars

The etyrian involvement in the Elven Wars started a few years after the founding of Velth elt Asteth. The rich gold depostis in the hills west of Velth hade been discovered, and many Etyrians were venturing north to seek their fortune. It was in these days an Elven party first made contact with the Etyrians. Speaking through one of the Elves with knowledge of the Etyrian language, the group requested to meet with the Emperor, and refused to reveal their puprose to anyone else. It is still unknown from where the Elves learned the Etyrian language but, being creatures as from out of a story and presenting their matter as being of utmost importance, they were taken to Etyr. There they met with the Council and the Emperor, a meeting the contents of which soon spread to every corner of Eth Etyr.

The Elves had come to propose an alliance against what would soon be a common foe, a people known as the Stained. Under a mysterious leader, the Stained were massing their forces to conquer Aleder. Soon, they would march to crush all who dared oppose them. The Elves had fought back an eariler attack, and seen the works of the Stained. They told of once proud cities, burned to the ground, their peaceful inhabitants crucified or sacrificed to dark gods. They told of the black banners and of the appearence of the Stained soldiers, their faces concealed by visored helmets.

As the Council were discussing the grave matter, and whether there was truth to it, messengers arrived from the north. Etyrian goldseekers far northwest of Velth had been attacked by horsemen clad in black and with helmets completely concealing their faces. Patrols venturing to investigate had never returned, and smoke from burning buildings had been spotted on the horizon. There was no longer any doubt in the Council. The Etyrian Empire went to war, allied with the legendary Elves against the dark banner of the Stained. The generals and their armies were summoned and, led by the Emperor himself, they marched north to meet this new threat.

The final battle took place at the northern entrance to the pass of Salvation. At the end of the day, the combined Etyrian and Elven army was retreating toward Velth, pursued by the Stained. Both sides had suffered heavy losses during the day but the Stained seemed undefatigable, and had finally forced the Etyrians to pull back. As the army was preparing to enter the pass, the Elven units still left suddenly detached and moved to meet the approaching enemies. The outcome has become legendary. The Elves sacrificed themselves, each Elf taking uncountable Stained with it into death. When finally the last Elf gave up breath, the Etyrian forces could easily finish off the remaining Stained, who kept attacking although their chances of victory had been lost.

Soon after the battle, a treaty was signed between eth Etyr and the Elven kingdoms. Eth Etyr was to halt its advance north and bind itself not to interfere with Elven business unless requested to. In exchange, Eth Etyr is rumored to have recieved vast amounts of gems, gold and silver, most of which should have been put into the pockets of the Emperor or the noble families.
